PFD Requirements for Kayak Anglers: Federal, California, Florida, and Texas
PFD requirements are not a single national sentence. Federal rules provide a baseline, while state rules can establish different child-wear requirements on waters under state jurisdiction. Carriage and wear requirements should also be kept separate.
Federal baseline
Federal PFD rules apply to recreational vessels propelled or controlled by machinery, sails, oars, paddles, poles, or another vessel. The rule requires at least one wearable PFD on board for each person. Required PFDs must follow their approval-label requirements and any referenced owner’s-manual requirements; they must be readily accessible, serviceable, appropriately sized and fitted, and marked with the approval number. 33 CFR Part 175, Subpart B
For recreational vessels 16 feet or longer, the federal framework generally calls for one throwable PFD in addition to wearable PFDs. Canoes and kayaks 16 feet or longer are expressly exempt from that additional throwable-PFD requirement. The same regulation provides a child-under-13 wear rule while underway, subject to its stated below-decks and enclosed-cabin exception and to applicable state child-wear law on state waters.
California
California’s Division of Boating and Waterways says all human-powered vessels, including kayaks, must carry a Coast Guard-approved life jacket in serviceable condition and of suitable type and size for each person on board, within easy reach. Florida
Florida Fish and Wildlife Conservation Commission states that human-powered canoes and kayaks are vessels and require one Coast Guard-approved wearable life jacket for each person on board. Its page states that children under 6 must wear one and strongly advises other people to wear one. Texas
Texas Parks and Wildlife Department places kayaks and other paddle craft in its manually propelled category. Its page for vessels with no motor or sail requires one Coast Guard-approved wearable device per person and says passengers under 13 must wear a Type I, II, or III wearable PFD while underway.
